Using plans stolen from Jules Verne, the League of Darkness has constructed the Mole, a deadly tunneling machine with which they intend to kidnap Queen Victoria and plunge Europe into war.

Phileas Fogg suspects Verne may be in collusion with the League and is reluctant to trust him.

However, he agrees to an uneasy truce, and with the help of Fogg's valet, Passepartout, they seek a way to destroy the Mole while Rebecca tries to protect the Queen from the evil that has infiltrated her court.
